KT7A - Northbridge Week #?

I just got a new Abit KT7A, and the northbridge said

I am guessing the 0103 is the third week of 2001, is this correct?
What are the possible front side bus speeds this is capable of?

Also, how much heat transfer compund is too much... I loaded it on, and had to reinstall the HSF, and it was covered over the resisters (not the bridges though)?

I don't think there's really a lot of documentation of northbridge week numbers and their overclocking capabilities, but most KT133A boards are good for about 145MHz FSB stable, it seems.
