Koolance Water cooling?

does the koolance liquid cooling system keep temps below what aircooled with give you? (i don't think it has a peltier)
or is it just a "silent" system?
and will i get a better overclock with the koolance vs. air?

It depends on weather or not you have a p4 or amd system. With a p4 air cooling will ususally yield as high an overclock as good decent air cooling. A koolance system will give lower temps than air cooling. Usually about 10 deg C.
 
The biggest advantage for watercooling, imho, is how quiet a system can be. My watercooling only kept my cpu at 38 degrees, but my case was just about silent.
 
is the 38 degrees in C or in F (i think its in C) and is that under load, or idle?
and also is the safe temp for CPUs generally around 50-60*C (122-140*F)?

would anyone recommend this system for the price/performance/quietness?
