Konfabulator has been ported to and released for Windows! Konfabulator lets you create and install 'Widgets' which sit on your desktop and do neat things, like give you stock updates, the weather, bandwidth usage, news headlines, streaming cameras, and more. This app has been available for Mac OS/X systems for a long time, but has just been released for Windows.

The biggest difference is simply better dev support. This was previously a Mac product, so there's already a good number of widgets, and they tend to be very well designed because of the Mac thing. It also has a special *nix backend that was included for widget compatibility with the Mac which can be used for interesting purposes.
 
Hrm, it seems to lock up as soon as I try and load the Weather widget. Maybe I'll play with it more tomorrow.
