Kodak Photo CD Scans

I just had some scans made from B&W negatives and put on a Kodak Photo CD. When I opened them in Photoshop and looked at levels, I was amazed to see every scan did not have any detail in the shadow end of the histogram. About 10% of the histogram was blank.

I spoke to the shop that did the scans and they told me that is the way Photo CD scans are supposed to look. They told me to raise my gamma to 2.5 and also directed me to Kodak's web site for more detailed instructions.

I down loaded two articles that made no sense to me.

Has anyone else had scans put on Kodak Photo CD? Were they missing the shadow end of the histogram?
