Know of a specific motherboard that can boot from external USB device?

Intel or AMD, makes no difference.

Looking for a mobo that can boot off of a USB device, such as an external harddrive. Plan would be to install Windows to it.
 
It depends on the mobo's BIOS. There is a Phoenix BIS that supports external USB boot. There is a lot of material on the web to read. Do a Google for External USB Boot.

Yup, it's possible - there just has to be support for it built into the BIOS. Most BIOSes have just enough USB support to handle the basic kbd/mouse functions. My new Abit KW7 has three USB boot options: floppy, Zip/LS-120, or CD-ROM.
. And whatever OS you boot into needs to be able to take over USB support duties as after bootup, the BIOS code goes away...
