Kiosk browser

I need a good, free kiosk browser. Anyone have any recommendations?

IE8 has a kiosk mode, but the problem is you can't lock it (as far as I know, maybe with some group policies) so that the kiosking person can't exit the browser and muck things up. http://en.kioskea.net/faq/636-how-to-use-kiosk-mode-with-internet-explorer

Can you do that with opera?

I have successfully used a locked down system using the free Microsoft Steady State so i'd recommend that.

To be more specific on what I want. I want it to automatically start when windows does, I want to be able to restrict certain sites, and I want to only be able to exit the browser with a password.
