I was wondering if this IDE mobile rack utilizes the key-lock to turn power on/off on the HD?

I'm won't need to remove the HD rack. I just want to be able to turn the HD on when I need to backup and switch it off when I don't.
1 reason I want to be able to do this is because I'll be putting a replacement IBM drive (GXP) into this and I'd like to keep this thing off if not being used. Maybe I can prolong its life this way.
Also, I know these things usually have noisy little fans and it would be good not to hear the whine all the time.
