Here's the deal. Anyone who says this is incorrect is out of their minds. RAM, unlike many other system components, is pretty much straightforward. If you're not overclocking, you only need to make sure that the RAM is made by a reputable source. Samsung makes the best RAM. However, they also frequently make chips that are sent to others and then put on someone else's PCBs. Kingston RAM AFAIK is always assembled on their own PCBs as they use that tiny BGA chips.
So, if you can verify that that is full 100% Samsung RAM, assembled by Samsung and not anyone else, then it is the better of the two. However, if you're like me, you don't want to call and talk to some guy that's going to tell you that it is even if it's not. Therefore, I always go with someone else. My personal favorite is Corsair, as they are the highest-quatliy manufacturer behind Samsung IMO. But, if you're strictly asking which is better between the two of them, I'd go with Kingston. Their RAM is definitely high quality, and there is no danger of getting something you weren't expecting. If you're not overclocking at all, then definitely go with the Kingston. That way, you'll get what you pay for without the hassle of calling them and trying to get someone to speak something other than marketing-speak. That way, you won't have any complaints.
