They do that because quite a few motherboards won't even boot if the "spd" doesn't identify it as either 3200, 2700, or 2100. Don't you remember when all of the people started buying PC3500, and it wouldn't work on their motherboard? Of course, that's just a guess, but it does seem like a reasonable one...
