I personally would find this unlikely. A smartphone is not as attractive a platform form Amazon's services as a tablet. That said, if they do it, of course it will be their custom version if Android.

However, for partly selfish reasons, I would love to see Amazon snatch up WebOS and build a smartphone experience around it. Not only would the company get a nice portfolio of patents, Amazon would also be able to integrate WebOS's great multitasking abilities and contact management system into its smartphone. Yet, as David Carnoy points out Amazon would need to convince developers to create apps for the platform, and the company may not interested in making that investment.

I second this. Perhaps WebOS + some added layer (like BB is doing) that adds compatibility with Android Apps. I really, really, like WebOS. It just doesn't have that polish (I'm running CM7 on an OG Droid so that is nothing new to me anyway), or apps.

Anyway, I doubt that would happen. If Amazon makes a Kindle-phone, it will probably run the same OS as the Fire tweaked for a phone, which is Android :D

Of course, if they bought WebOS they could move all Kindles to it and dump Android. It might be in their best interest.
