Kids and computer

I just bought the kids(2 and 3 1/2) a PC. Now I need someway to keep them from doing anything I don't want them from doing. Is there any program out there that restricts access to what they can do. Basically, all I want them to be able to do is be able to click on a program located on the desktop to start it. I don't want them to go to the start menu, mess with any settings, mess with the taskbar, anything that screw the computer up basically.

Any ideas?
