KG7-Raid won't post after restart?

Hello Community,
I have a KG7-Raid with 5E Bios, T-Bird 1400 at 133 x 12 (1600), Raid 0, Enermax 430 W PSU, 1 GB of Crucial PC2100, Alpha 8045, VisionteK GF2 Ti, and WinXP Pro.
The problem that I have is the system will not post on restart. If I cycle the power down and restart the system, it will post fine. I have tried alternate components PSU, Vid Card, Monitor, CPU Etc. and the system still continues to do the same thing. This system was once running at 150 x 10 without fail, now the best I can do and be stable is 133 x 12. Anyone have any experiance with this type of problem? 😕
