Keyboard problem

Hey. I just got a new computer, and I'm experiencing some trouble with the keyboard. I got the Logitech MX 3100 I think, which has the laser mouse. I installed all the software and stuff, but that doesn't help. For ex. whenever I press SHIFT+2 I get this sign " instead of @ sign.

By the way I live in Belgium. Does that change anything? I got a normal qwerty keyboard, with normal qwerty software. Anyone know how to get it to work?
 
Have you tried a known working keyboard on your new computer yet? Have you tried the keyboard on another computer? I would try these to see if you can isolate the problem to either the keyboard or the computer.
 
There's probably a difference between keyboards designs between Europeans and Americans. Not sure but I know the keyboards used by my neighbors here in Japan are different.
 
Your keyboard layout is probably set to UK English rather than US English.
Just go into Control Panel -> Regional and Language options -> Languages -> Details -> then change keyboard layout to whatever's right.
