keyboard problem

when i try to make an @ by pressing shift + 2, i get ", and it also works the other way around. also the shift + 3 gives me the pound sign (the british money one, not the one i want) any ideas?
 
@@@@@ hooray, fixed, if you have this problem, it can be fixed by going to the properties in the language toolbar
