Keyboard Power-On Question

I have one of those Microsoft Internet Keyboards, with shortcut keys and USB ports on it. (It's this one.) It has a double plug going to the normal keyboard port and the USB port. Here's my problem... On cold boots (from power off state) my computer won't recognize the keyboard until I un-plug and re-plug the keyboard part. Funny thing is, I have a USB mouse plugged into the USB ports on the keyboard and that works fine. Only does it on cold boot-ups though... Any ideas?
