KEYBOARD ISSUES!!

i got this older micon machine that is like a 700mhz duron from my college. the problem is that sometimes when i boot the keyboard is detected and sometimes it isn't. the leds on the keyboard sometimes flash rapidly and sometimes they don't. i'm trying to either restore the computer from the factory cds or do a clean install of win98. the keyboard is ps2 and i've tried another keyboard and clearing the cmos. i also tried to clean the ports with canned air. any more ideas are greatly appreciated.
