Keyboard Error

I'm working on another old Packard Bell. (What is it with me and these old beasts anyway?) It hangs during the POST and I get the message "keyboard error." Definitely no problems with the keyboard though. In fact, if I hit F2 quick enough, I can get into the system settings so I assume there's a software or configuration problem. It's a 486SX66 running Win95B.

Anyone have any ideas?

Just for kicks, did you try a different keyboard?

 
Yes, I tried a different (working) keyboard, with the same results. Since I can get the keyboard to work early on in the POST doesn't it mean there is some sort of configuration or software problem?
 
In the bios , is there a setting for kb frequency (8khz,,16khz etc..)? maybe the setting needs adjustment.
