Keyboard error before POST?

I've been running this computer for months. I recently unplugged it and put it away. I opened the case up to grab and add a few parts because I'm selling it in the FS/T forums. When I tried booting it up, the keyboard isn't recognized. I tried it again, this time watching to see if the leds on the keyboard light up and they do not. Next I took a voltmeter to see if any voltage was being passed into the keyboard and there was very little. Perhaps no more than .5 volts. What else can I try?
