keyboard drivers for DOS

im running windows 98se with my keyboard set as dvorak layout. every time i shell to dos it is qwerty. i know that win 2k and up lets the shell be the same as the windows, how can i do it with my win98 machine?
 
When you say "shell to DOS" do you mean: Start -> Shutdown -> Restart in DOS mode. Or do you mean using a DOS session inside of Win? A DOS session inside of Win should be using the Win kbd driver and retain the Dvorak layout. If it doesn't, there is a way to create *.bat files that will run just like autoexec.bat for each copy of the DOS session icon you create. You can then use the .bat file to load a template.
. In the "Restart in DOS mode" scenario you will have to load a Dvorak template in your dosstart.bat (in your C:\windows\ directory) file.

i dont often shutdown to a dos session. its start->run->command.com. where might i find these KBD drivers, or make a template?
