Keyboard Controller seems to be failing

I have a VIA Apollo Pro133 board. My keyboard and mouse are getting very tempermental, especially mouse. W2K will put several .chk files on my desktop and eventually both will fail and I need to reboot. Reboot will often fail when the keyboard controller is initialized. If I unplug keyboard, system will start with no problem. Have tried several keyboards but get similar behavior.
Has anyone ever seen this behavior before? Is there a hardware fix? Software fix? Or should I start shopping for a new board?
