Keyboard control of non-active windows?

Is there a program out there that will let me assign key combinations to perform commands on non-active windows? What I want to do is be able to control iTunes when it's not the active window ( I would like to use it while playing games).

Good question. WinAmp lets me adjust volume and skip tracks, et cetera when it's not the active window using shortcut keys, but it only works when using certain programs (mostly MS programs... I guess they're properly coded to work with Windows multitasking?). I'd certainly be interested in a general solution.

It seems to me (IANA Programmer) that it should be pretty easy to make a program that lets you specify key combinations and map them to a specific program's built in shortcuts. But I don't know how the Windows APIs work, so this is just a guess.
