keyboard and mouse not longer works in new case

I just bougt a new case. I switched out all of my old components into the new case. She booted into windows just fine except that the kb and mouse wont function. I even unplugged them and rebooted, the computer will still boot up without the kb and mouse connected. It shouldnt do that should it? My motherboard, gigabyte ga-7vkmp, dosnt have a jumper to reset the cmos to default so I took out the cmos battery. Now it comes up asking for f1 for setup. It also dosnt display the bios version anywhere. My mouse and keyboard have usb connectors and I tried that also. It still did not find them. ONe thing I should probably mention is that the pwr supply was bad in the case and I had to change it out. Could this have shorted something on the board. Any one have any ideas?
