Keyboard AND Mouse not active during Windows agreement

A buddy of mine recently purchased a computer from a local shop. When he first booted it up he couldn't get past the Windows agreement section where he has to input his data and accept the Microsoft end user agreement. I chatted with him and had him press the DEL key at bootup, and sure enough, he got into the BIOS.

What can he do since it is obvious that the port that he is plugged into is working, yet on that screen neither the keyboard or mouse works! Any suggestions?

He needs to enable "USB legacy emulation" or "USB for DOS" or whatever BIOS option that resembles this.

He is at work right now, but what if that doesn't fix the issue?

Then either the board's BIOS doesn't /really/ support USB keyboard/mouse operation, or there's some hardware problem that makes the USB devices drop offline. If the latter, unplugging and replugging should help - and if the former, BIOS update.
