Keeps rebooting.....Please help !!

I am having truoble with a PC at work. It goes thru the boot cycle fine...gets past the black "starting windows" screen (with the little ladder along the bottom)...then it comes to the Windows 2000 Pro sereen with the little ladder in the middle that "fills up" as the progress continues..BUT it gets about 2/3 thru this screen...hangs for about 20 seconds..the screen gets a very RED tint to it..then it just shuts itself down and starts over. It will keep this up forever. I have changed the memory & video card. Could it just be a hard drive issue?? I have checked all cable connections and they seem fine.

Any help greatly apprectiated....thanks!!
