Keeps Going To "Windows did not start successfully" screen

Whenever I turn on my computer it goes to the Windows did not start successfully screen and gives me the options: Safe Mode, Safe Mode w/ Networking, Safe Mode w/ Command Prompt, Last Known Good Configuration, and Start Windows Normally. No matter which option I choose it just restarts the computer and takes me back to the same screen. Anyone know how to fix this?
 
I'd disconnect everything but the HDD and try startup. If it boots properly, just start pluging things back in one at a time, ensuring it boots properly each time. A process of elimination usually works. Is this a new build or an older machine which worked fine previously?
