Keeping outlook mailboxes small?

So we have a bunch of users who all have 350Mb mailbox sizes. These are gradually creeping up in size, but upon speaking to the users, they feel they need to keep some old emails and cannot delete them. Expanding mailbox size slows down the responsiveness of outlook and just delays the same problem. It also makes for a nightmare for remote users connecting through a VPN (possibly by 56k!),

Using the Archive feature in outlook stores the old emails on the local HDD which means no backup is taken, so if their drive fails, they're in the sh!t.

Ideally, a method where they could map a network folder within outlook would be handy. The only issue then is having to tie down security to each accoutn, so other users can't read each others archived mail.

What do the admins in AT-world do to keep sizes down and store archived emails?

how about Outlook over the web solution. it requires Exchange Server, but it is probably the best solution if you want to keep the data on the server.
