Keeping cd rom drives spinning.

I want to keep my cd rom drives spinning at a slow speed like 4x or something like that. The reason is, the 10 second delay in extracting files or whatever else that needs to spin up the cd rom drives is pretty annoying. I know more wear and tear will take place, but oh well. Is there a way to do this?
 
This wouldn't work as you would need the CD in to begin with. Once you opened the CD drive it would have to start all over agin anyways.
 
if you don't care about wear and tear, If the CD-ROM you want to keep spinning isn't a copy protected one then use something like deamon tools and make an image of it or 5 images of CD'S and mount them, that should be alot faster.
 
Hm, that really isn't the problem here. If I use winrar for example to extract files, and I press the extract button, it will spin up my cd rom drives and freeze the computer until they are spun up, so I can browse those directories (not like I can extract to the cd anyways). The delay is quite annoying to me, I just wondered if I could eliminate that.
