It's illegal to possess lottery tickets in some states. That's why, I guess. Still stupid, though.

Seeing as how all the materials listed (with the exception of lottery tickets) are extremely volatile and dangerous, I'd assume they're all prohibited. But I can't say for sure.

As I understand it, it's against Federal law to use US mail for lottery promotions of any sort, though some leniance has been made for State operated lotteries. It's more to protect citizens against lottery scams that exist, mainly from foreign countries. Of course, USPS doesn't care about delivering known lottery scams from outside the US (or any junk mail for that matter), since they get a huge chunk of postage profit.
