keep getting 169.254.xxx.xxx

i am trying to troubleshoot my friends computer and i keep getting this as the IP. i am hooking it up with a cable modem and the cable modem works fine with my computer. i have it set to obtain automatic IP. I reset the cable modem just to make sure it wasnt holding onto my computers settings. i also tried using the winsocksxp utility to repair the stack and release and renew the IP address but it still went back to 169.254.xxx.xxx. i tried a static IP address and that didnt work either! i tried another nic card and got the same result. is there any other options i should try? any suggestions would be welcome. thanks in advance!
 
If I understand this right, you took your Cable modem and hooked it up at a friends house correct?
Usually ISP's will have to associate the MAC address of the modem that you are using to your account, so when you put your modem in place of his you changed the MAC address and that may be why your not getting a IP address.

I would check with ISP to see if they have to verify the MAC address of the modem or not.
