KBB - finding value of your car. Canadian equal?

Is there any site like KBB.com for CANADA? It always asks for your ZIP CODE to "better serve you", I'm assuming because the prices vary from place to place. Well, we don't have ZIP codes in Canadianada, so it's not very useful to me. I need to find out how much my dad's car is worth, since he wants to sell it.

It 's a 1999 deep blue coloured Subaru Outback, 5-speed manual 165hp/160ish ft-lbs (I think), 70k kilometers (43.47k miles) on it. What else do I need to know? How much is it worth? He bought it used for $21k ($13.6k USD). It's in virtually perfect condition. It's 4-cylinder, has the hood-scoop (like that makes much diff for price?)... has 4 winter tires and 4 summer tires available w/it..

anything else I need to consider?

edit: forgot heated seats/mirrors.. :p don't know if that matters.

Edmunds says a 1999 Subaru Legacy Outback is worth $19k ($12k usd).. but that doesn't take in to account any factors. So i'm assuming that's the best case scenario. But still, I'd like to know accurately how much a reasonable price to ask for this car is.

Well, I can say that you shouldn't trust KBB at least for trade in values. Their prices are much lower than, say, NADA

Thanks... it says it would be worth $19.4 - 22.9k (after converting to Canadian currency). Think that's accurate?
