Kawasaki fh500v will only idle unless the air filter is removed.

I'm working on a DR mower that has a Kawasaki FH500v for the power plant. It starts and will only idle until you take the air filter off. it is also spitting fuel out of the carb. I cleaned the carb and it is still doing it. Any ideas as to what is causing this. thanks in advance.

fuel out of the intake or more of a leak?

is the air filter new?

have you checked the valve adjustment?

I was going to say it sounds like the float is maladjusted or sticking.
