Pretty simple question, I looked around on the Kaspersky site and could not find the answer so I am asking here. If you upgrade to a new computer can Kaspersky 7 be re-activated on the new machine?
 
Yes it can. Also, if Kaspersky 8 comes out before your license expires, they'll probably let you download & install version 8 using the existing license key, too.
