WASHINGTON

In another move in an ongoing shakeup of President Bush's staff, longtime confidant and adviser Karl Rove is giving up oversight of policy development to focus more on politics with the approach of the fall midterm elections, a senior administration official said Wednesday.

Just over a year ago, Rove was promoted to deputy chief of staff in charge of most White House policy coordination. That new portfolio came on top of his title as senior adviser and role of chief policy aide to Bush.

But now, the job of deputy chief of staff for policy is being given to Joel Kaplan, now the White House's deputy budget director, said the official, who spoke on condition of anonymity because the president had not yet made the announcement.

The move signals a possibly broad effort to rearrange and reinvigorate Bush's staff by new chief of staff Joshua Bolten. Bolten moved into his position last week; Kaplan was his No. 2 person at the Office of Management and Budget.

At least for the time being, the promotion of Kaplan would leave Bush with three deputy chiefs of staff: Rove, Kaplan and Joe Hagin, who oversees administrative matters, intelligence and other national security issues.

It scares me to think that he was handling part of policy in the first place. Still, only a minor shakeup, I wish he had resigned. He's going to focusing on elections, which probably means more corruption and abuse of power coming from the White House.

Gotta have someone in charge of the pandering to the bigots and the radical clerics.

Worked in '04, why not do it again? Although, bigots like those at the Family Research Council are beginning to wonder if it isn't just lip service. They want action, not words.


Would be funny if they weren't so hell-bent on pushing their bigotry and Talibanesque agenda on the rest of America.

Job titles are just words for Rove. He will still have his Roving commission to give that little dash of truth distortion to everything that catches his eye. Even if Rove were indicted over outing a CIA agent, he would still figure out ways to have strong inputs into white house affairs.-----the work of a dirty trickster is never done. And dirty trickster like Rove are always too valuable being engaged in doing mundane tasks or being pinned down by job titles. You can bet Rove will always have GWB's ear anytime he wants it. After all, Bush could go off message and may need coached.

Another explanation is they saw a way to distance him from the White House in case the scandals reach him with indictments. By slipping it in under the radar.

Not a demotion and nothing to do with the outing scandal. Rove is switching over from policy to 100% politics in preparation for the upcoming election.

It's simply the most efficient use of a tool. Anyone reading reform into this change is living in la-la land.

Having successfully completed his most extensive investigation and prosecution, ending with the conviction of former Governor Ryan, Patrick Fitzgerald returns to the unresolved case before him. The federal grand jury considering his evidence began meeting again this morning. Karl Rove remains a subject--for now.

The man Bush tapped to fill Karl Rove's spot as his policy wizard is none other than Joel Kaplan, who took part in the infamous "Brooks Brothers riot" of 2000. That's when a bunch of Washington GOP operatives, posing as outraged Floridians, waved fists, chanted "Stop the fraud!" and pounded windows in an effort to intimidate officials engaged in the Florida recount effort.

In George Bush's Washington, there's no shame in staging a fake protest to undermine a democratic election, apparently: last year, the Washington Post's Al Kamen noted that "the "rioters" proudly note their participation on resumes and in interviews." Kaplan was even the one to cheekily dub the fracas the "Brooks Brothers Riot."

Grand Jury Hears Evidence Against Rove
Just as the news broke Wednesday about Scott McClellan resigning as White House press secretary and Deputy Chief of Staff Karl Rove shedding some of his policy duties, Special Prosecutor Patrick Fitzgerald met with the grand jury hearing evidence in the CIA leak case and introduced additional evidence against Rove, attorneys and other US officials close to the investigation said.

The grand jury session in federal court in Washington, DC, sources close to the case said, was the first time this year that Fitzgerald told the jurors that he would soon present them with a list of criminal charges he intends to file against Rove in hopes of having the grand jury return a multi-count indictment against Rove.

In an interview Wednesday, Rove's attorney, Robert Luskin, confirmed that Rove remains a "subject" of Fitzgerald's two-year-old probe.

"Mr. Rove is still a subject of the investigation," Luskin said. In a previous interview, Luskin asserted that Rove would not be indicted by Fitzgerald, but he was unwilling to make that prediction again Wednesday.

"Mr. Fitzgerald hasn't made any decision on the charges and I can't speculate what the outcome will be," Luskin said. "Mr. Rove has cooperated completely with the investigation."

Fitzgerald is said to have introduced more evidence Wednesday alleging Rove lied to FBI investigators and the grand jury when he was questioned about how he found out that Valerie Plame Wilson worked for the CIA and whether he shared that information with the media, attorneys close to the case said.
