It's one thing to talk about how minor it was. It's another to not even realize WTF sexual harassment is.
I think glossing over it to the point that people don't even realize what sexual harassment is is just as bad. It sets the field for some horrific work conditions and actually diminishes "real sexual harassment victims" as well.

It's funny and offensive; appropriateness of such shock humor depends on the audience. There's a lot of social and non verbal cues you have to correctly read from a person before using such a joke.
He may have correctly read her for the purposes of the joke, but he made a mistake in telling it on TV where it would also be heard by hundreds or thousands of people he could not properly vet.
Socially acceptable behavior is not black and white; it's a fuzzy logic which is very fluid depending on the involved parties.
Personally, I would not hazard such a quip with a woman until I was fairly familiar with her sensibilities. Something like a month long acquaintance with 5+ hours of interaction in that time, and a good observational knowledge of her interactions with other friends and the type of humor and sensibilities they share.
