K7S5A Pro Restarting PROBLEMS!! HELP!!

Hi, i am building a comp for my cuz and i bought the K7S5A Pro with and XP2000

It is composed of:
ECS k7s5a Pro
Athlon XP 2000+
512 MB Crucial PC2100 Ram
Maxtor 80 gig 8mb
An Geforce 4 MX
Cendyne CDRW and Lite onDVD drive
The case has Qmax 350W PSU

In any case i am having problem restarting the computer, that is everytime the CPU "restart" either by command or after installing a new device, it goes to a black screen right when the WinXP logo is suppose to come out.

when i shut down adn turn it on, i have no probs at all, but if i try to restart the screen goes black, i thoguht it was the bios and have installed the latest one, but the problem persist? i don't know what to do! HELP!! plz!
