Just Purchased P4 2.8GHZ

After looking about the specs for my dell (yes I know its sad but I took it from my dad who didnt realize it was gone until a year later and wanted it) i decided to buy a new processor because 1.7GHZ is just not fast enough for me. I looked at the intel website and it said it supported a 533MHZ bus, and I even looked at the dell website and it even said it supported 533mhz bus but when I installed it the fastest the PC would go was 2.1GHZ! I know why, because it was stuck at 400MHZ bus! I have no clue how to change the bus speed on this particular dell, could you please help me!? I have a Dell 850E Chipset with RD Ram 400MHZ (not sure if thats culprit) (PC800) Dell 8200 bought in late 2001. It was a P4 1.7GHZ 640megs of ram ATI Radeon 9800Pro 128, 80Gig Maxtor Win Xp. The Bios detected the upgrade in amount of cache and is on it's highest multiplier (21). Si-Soft Sandra says that it supports it too!
FSB: 4X 100MHZ (400MHZ Data rate)

Yes I can actually, It detected as a P4 2.09GHZ Processor and was stuck at 100MHZ (In otherwords 400MHZ BUs) and there was no way to change it to 133MHZ (533MHZ Bus). I just dont know what to do, I have like 5 more days to return it before I ended up overpaying for a processor that is way too UNDERCLOCKED. It improved my 3D Mark Performance barely by like 1000 (2001SE). I just learned I fried my P4 1.7GHZ processor when I hooked up the Processor power thingy while it was on (WASNT THINKING) funny thing (not really) is that this is the first processor I have ever fried before (Wish it was my P90 I have lieying around instead.

He didn't buy it, and there isn't anything wrong with buying a Dell anyway.

He should have done his research before his purchase of a new chip, though.

Here's what you should have ordered, if you wanted a 2.8ghz P4: 2.8B retail at newegg for $172, and here's the fastest processor that will work in that board (I'm pretty sure it will run this one at it's rated speed): retail 3.06B for $228 at newegg. Now, if you bought your 2.8C from newegg, you can call them on their 800#, and explain to whoever you talk to that you meant to order a 2.8B, but accidentally got a 2.8C, and they will let you exchange it, without having to pay the 15% restocking charge.

He already has a 2.8B.

He needs either to keep his B and get 1066rdram, or return his B chip and get an A chip.

That's the way I read it, anyway.
