I would be surprised if there aren't system-wide rumble settings. I just checked on my PS3 I couldn't find it, but it's probably there somewhere, the beer is just hiding it from me.

Ah. Well DS3 isn't out yet - I think we'll see that feature in a future system update.

I don't know where you got the idea that I thought you were talking about anything other than game specific settings...

According to Joystiq's hand-on impressions you can turn off rumble by "hitting the PS button". I don't know if they mean hold it down for a second to bring up the options menu (the same menu where you can turn off the controller/game/) or if simply tapping it disables it, but either way, it will apparently be an option at all times.
