Sexual Harrassment does not have to be about a person in the conversation. If I'm at work and I hear someone else talking about raping someone else (extreme, yes, but just go with it), I'd go to management and file a suit. It happened to Chelsea. Some mexican asshole was bragging to the other workers that he was gonna give her some sweet mexican lovin and talking about stealing her away from me and babbling about all kinds of other sexual crap. She went to management and got him nailed.

Maybe you should wait to see if anything else will progress? or you can just set her aside and just talk to her...not specifically about him..but just say that if she feels uncomfortable around any of the people there..she can talk to you about it?

Just watch it. Keep an eye on the situation from afar. If he tries anything on this girl.. kill him. The staring thing, and her being nervous about it, makes me nervous. But I do agree with Viper, unless he's a moron.. he probably wouldnt be bragging if he was predatory in nature.
