Just installed a 9800 Pro and my CounterStrike runs like crud. 5FPS.

In CS when i look up and down i see horizontal bars of distortion. ive kinda played around with v-sync (dont really know if a should though) with no change.
IN SWG I turn details to max but i only get like 5 fps . I thought that with this card I should be able to turn detail to max and it would run like a champ. Am i mistaken on this?
I havent run 3dmark or any program like that. so any tips on whyat to play with? Help would be appreciated
