My girlfriend will get her removed soon. I advised her to get general, but our dentist said only oral surgeons would administer general.

nope, he's telling the truth

and wisdom teeth have varying degrees of difficulty for removal. so while your procedure is fast and local anesthesia is used another person may have more severely impacted teeth and benefit from general anesthesia.

 
I got mine done not too long ago, and got general anesthesia. Sure, it might not have been necessary, but it was sweet just passing out then waking up and the procedure being over.
