they are phishing. watch your accts just in case, but as long as you dont give them anything you should be fine.

Google or wiki "phishing" then brush the turnips out of your hair.

Cancelling your PP account because of this is silly since it was a blind bulk email to 1,000,000 people not directed at you specifically.
 
One thing paypal will never do is start the greeting with "dear <email address>". They will ALWAYS use your first name entered in your profile for paypal.

Paypal didn't give the scammer your email adress.
