Just got new CPU

Alright it says on a paper from "monarch computers" that i basically shouldn't put on Arctic Silver, or it will void my warranty, i have used the stuff on my old CPU, and it works great, there isn't some sort of high likely hood that it will burn up my CPU is there, or were they just trying to cover their own asses for people who don't know what they're doing? thanks!

Bingo.

*EDIT* Technically it does void your warranty, but thousands of us here on AnandTech use Arctic Silver with zero problems.

your suppose to use the stock heatsink and fan, if you use that and something goes wrong they know its not a user error so they can replace/refund whatever, they are just trying to cover their asses

I'm planning to use some artic on my cpu, do i need to clean my p4 chip because it already has some thermal compound on it already or does it matter?

Yes, you have to clean of ALL of what's left from the old thermal compound. Never use an oil based substance to clean it (like WD40), and if you use something like nail polish remover to remove the thermal compound, always follow up with pure isopropyl alcohol because nail polish remover (acetone) leaves a residue, alcohol does not.

The reason is Artic Silver 5 is conductive. I had to RMA my 9800XT because I spilled some AS5 on the GPU's bridges.

Apply a thin layer will do. It will spread itself on the core when it gets heat up.

I've used Artic Silver for years without issue. It does make a difference in the CPU temp as I discovered using the stock heatsink pad when I upgraded to the AMD 3200XP. Took everything off and used AS5, my temps lowered almost 15 degrees at idle.

As far as the warranty, if you overclock at all you already voided your warranty... :D

I used arctic silver on my 2.4b, and Intel still sent me a new one under warranty. Don't know if amd will void their's with thermal paste.

Well first of all it's not glue, and it's not Arctic Silver 5 (it cleans up similar to how I remember AS3), and the retail heatsink sucks on 9800 Pro's if you intend on overclocking at all so when you replace it with a real heatsink fan, you need new thermal compound.

You mean you slopped it on the GPU's bridges :D It's impossible to "spill" ... it's almost like penut butter.

It's difficult to get AS on the pins of a CPU, considering they are on the bottom!
But a GPU is a different story.
