Have a question about mounting the HSF though. Should I clip the 4 spongy pads on it a bit before mounting the HSF or should I just leave it as is?

Put the pads on first. It'll help protect your CPU die from the hsf if you rock the hsf or try to put it on at any angle.

I haven't heard anything on 0307 Tbred Bs but we'll see how well it does. I don't think I can OC it that much as I'm using an Epox 8KHA+ and old PC2100 DDR.
 
Does your motherboard allow fsb settings of 166MHz? And if it does, does the PCI/AGP buses default back to 33/66MHz when it is selected? If so, then you should be able to at least 1.826GHz on the cpu. The memory might hold you back though. I guess you get to experiment.
