I traded an old receiver for This 14" ibook G4. It has no battery, but I just ordered a new one. I am going to do a fresh install. Will it run leopard? Or should I stick with Tiger?

Depends. If you have enough RAM (preferrably 1GB or so), Leopard should run pretty well. IMO, though, I'd stick with Tiger for anything pre-Intel.
Just my .02.

My iBook G4 1.33ghz 12'' with 1gb DDR runs Leopard just fine. It does lag a little though with more CPU intensive situations. Definitely drop a 1gb RAM chip in there to max it out. It won't run Snow Leopard though because that's Intel only.

I'd recommend Tiger. I had nothing but problems running Leopard on a G4. Even after a clean reinstall, the performance still sucked. Leopard is not meant for PPC Macs.

I got tiger up and running and am going to slowly start upgrading it. I installed a new battery and got a charger for it. I am planning on upgrading to 1.5GB of RAM, and a 5400RPM HDD.

I have noticed when watching videos in iTunes or Youtube that the video lags. The audio is fine, its just the video that lags. Would adding more RAM help out with that? If not is there anything I can add to help out?

Also I have been looking around for a setting, I might be overlooking it or it might not be available. Is there anyway to tap the touchpad to click?

The G4 CPUs can't handle flash video these days so you are out of luck when it comes to youtube/flash videos.
