you're supposed to use nero or your burning program of choice to write the image to a disk.

if you really want to open the iso, you can use isobuster.
 
Yes, running live. Will try isobuster, for I have no disk writer.

Opening the ISO will do pretty much zero for you, Ubuntu is a completely seperate OS and there's almost nothing of interest on the CD for Windows.
 
You could use QEMU: http://fabrice.bellard.free.fr/qemu/ Windows version: http://free.oszoo.org/ftp/qemu/win32/release/ to run the LiveCD in a virtual machine, or even create a disk image and install to that. Bochs http://bochs.sourceforge.net/ would also work, though I've not used it as much. Vmware would also fit the bill; but isn't free in either sense.

That'll be horribly slow, compared to running it native; but it will at least give you some idea of how the whole thing works without using a CD writer or trashing anything.
 
An iso is a cd or dvd image. Burn it to disk with nero or whatever, like others have said, then boot from that disk. The ubuntu installer will launch and from there it should be pretty straight forward.
 
What does qemu do? Is this a scaled down free VMware?

Yes and no. qemu is a full fledged emulator, VMWare relies on the host CPU to do a lot of it's work for it. This means that qemu is a lot more versatile, if you look there are qemu binaries to emulate arm, i386, ppc, sparc, mips and x86_64, but also slower. And yes it's free under the terms of the GPL.
 
Without a cdrom burner or a disk to burn it to the iso file is pretty much worthless.

If you don't want to buy a cdrom burner (they are like 25 bucks for a decent quality internal dvd burner from newegg) you can order pre-made cdroms from Ubuntu and they'll mail them to you free of charge, they even pay postage. Or at least they used to, I would expect that that offer stands.
