Ok, someone asked me this and I have no idea since I'm not a web designer. How much is the going rate for a professional website? And how do they normally charge? Is it by the page or by the hour?

People who program web sites get paid $10-$100/hr (ish). So prices vary widely. How much an entire site costs depends on the complexity of the site and who is doing it. A small simple site by cheap labor could cost a few hunderd while big sites from big firms could be 100,000 or more.
Well the reason I ask is my aunt is looking for someone to create a website for her, nothing like Amazon or anything, and she is getting a quote for $3000. Is that the going rate? What can you go by to see if that is good price compared to someone else doing the site? Do they normally charge by the hour or by the page?

Way too many variables. Size and complexity of site? Server side technology (.NET, Java, Ruby, Python, PHP)? Client side technology (Flash, Silverlight, Javascript, Ajax)? Web interface (REST services, SOAP)? How much graphic design work? Deadlines? Type of hosting? etc.

It really doesn't matter, she just wants someone to design it. Let me put it this way, she asked someone to build her a website and they quoted her a price of $3000. That's pretty much all she knows. She's not very technical and just wants something for her small business. How they do it is up to the designer. What is the most cost effective way for her to go?
"It really doesn't matter" is not an answer.
Is her small business going to be selling goods/services from her website or is it just advertisement?
Is the website going to be updated ever? If so, how often? Does it require logins? Does it require databases? How many pages? Does it require custom logos? Does it require custom animations?
You can't just go and say "I need a website, build me one".
Ok guys, thanks for your help. I believe it will be used just to advertise, but let me see if I can get a little more information from her.

If the website is a very simple advertisement site you can definitely do it yourself like scott said. Another free website builder is MS Office Live:

All you need now is a little bit of time and a domain. Domains only run about 10 bucks a year, a little bit more if you want privacy on it.
Honestly if the website is only a static site that does not require a shopping cart, does not require a database, and isn't going to be taking massive amounts of traffic there is no reason to be paying more than a few hundred if you go that route IMO. If it is just a simple site you should just do it yourself, even with no experience it shouldn't take more than a week to pound something out using the free resources I listed.

Link to site/shop giving the offer, then easier to evaluate. Many of them live high on peoples lack of knowledge, wrong idea of what it takes to buy domain, make a site based on Wordpress for example. Is easy to spot.
If all she wants is a business card type of website then 3000$ sounds like way too much. And that will be 3000 to get it up and running right? Then comes monthly payments for hosting and any extra features is more etc. Be careful not to get screwed.
