Ok, someone asked me this and I have no idea since I'm not a web designer. How much is the going rate for a professional website? And how do they normally charge? Is it by the page or by the hour?

People who program web sites get paid $10-$100/hr (ish). So prices vary widely. How much an entire site costs depends on the complexity of the site and who is doing it. A small simple site by cheap labor could cost a few hunderd while big sites from big firms could be 100,000 or more.

It really doesn't matter, she just wants someone to design it. Let me put it this way, she asked someone to build her a website and they quoted her a price of $3000. That's pretty much all she knows. She's not very technical and just wants something for her small business. How they do it is up to the designer. What is the most cost effective way for her to go?

Is her small business going to be selling goods/services from her website or is it just advertisement?
Is the website going to be updated ever? If so, how often? Does it require logins? Does it require databases? How many pages? Does it require custom logos? Does it require custom animations?
You can't just go and say "I need a website, build me one".
