Just built a new computer, having setup issue

Well I just built a new computer with the following specs:
AMD Barton 2500+
Epox 8rda+
2x256 apacer pc3200
saphire ati radeon 9500 128 mb
enlight case with 360w ps
maxtor 120gig 7200 rpm 8 mb cache
onboard sound, nic

Anyways I put it all together and I was installing XP Pro. The first couple times the setup program booted off the cd but after Id get to the screen where it said 'enter to install xp, r to repair, etc' Id hit enter and then it would blue screen. The blue screen error would switch between "IRQ not Less than or equal to" or like "paged memory in non page area". I tried switching out the memory sticks one at a time but that didnt fix the errors. Then I went on MS's website and they said to disable any type of bios shadowing, caching, virus protection, etc. I did that and it worked.

However now it goes to the screen with the EULA where it wants me to press F8 to accept it. Well I press F8 and nothing happens. All the other keys work, pg up and pg down and esc all function. The num lock, scroll, and caps lock all work. Ive tried two different keyboards, two different copies of XP, and a copy of windows 2000 and they all have the exact same problem. The next thing to do would be to upgrade the bios but I didnt have a bootdisk at the time. Any ideas what could be causing this?

are you using a usb keyboard or ps2?

I'd try to flash the bios and install the OS with the least amount of components you can.

If you have any pci cards, etc take them out.

I would load the fail-safe bios settings and try again.

I tried both usb and ps2 keyboard and mouse. The next thing im gonna try is to flash the bios, just didnt have a boot disk at the time.

The system isnt overclocked. I havent been able to try a new bios yet since its at my friends house. Im thinking about having him RMA the board and memory if the bios doesnt work and just buying those parts at pcclub. Any recommendations for a new mobo/ram combo?
