If you don't know them and you're not using them when describing permissions, you're probably not doing it right.

from what i know they're just the options that are located under the securities tab in a folder or file's properties... so to me it would just make more sense to say "go to the securities tab" or "look at the securities tab"

instead of saying "go to the ACL" or somthing like that

of course i may have it all ass backwards too

And what if the location changes in the future? It's better to use the proper terminology so that you look like you know what you're doing and you actually understand what you're changing when you're messing with those permissions. And not everyone uses explorer for that, have you ever looked at cacls.exe?

Not everyone who knows and uses these terms uses them all the time. When instructing a novice I'll walk them through the security tab, when instructing an expert I may say "change the ACL for..." It depends on the context.

However, if you use the right terms you can avoid mistakes.

When you "change permissions" for a volume full of group data do you edit the ACL or replace it? Be careful...get it wrong and the easiest way to correct your mistake may be to go to your backups.

Well, I rarely say "Go to the ACL" as much as I say "Check the permissions on that," but if I was asked to give the ACL on an object, I would know what to do.
