Juno dials for email but not web browsing

I've been wrestling with this problem on my Dad's laptop on and off for about a year. He uses Comcast high speed most of the time when he's at home, but uses Juno to dial up when he (infrequently) travels.

His problem is when he tries to use Juno to surf the web, it tells him he doesn't have a modem defined to windows. He does, in fact, have a modem defined because every other application uses the modem just fine - including the Juno "check email" function (Juno has 2 icons - one for checking email, the other for surfing the web - not sure why they split them up). He can click that and it dials the Juno server and serves up his email. If he hangs up and clicks the "surf web" icon right next to it, it gives him the "no modem defined" error.

We've tried uninstalling and reinstalling Juno, deleting and recreating the modem, I've searched through the registry looking for Juno entries, I tried some Winsock registry roto-rooter util, and was unfortunate enough to try and contact Juno for support (who are apparently staffing their tech support with monkeys).

I know this isn't a lot of info to go on. I was just hoping that maybe someone had experience fixing their parents' Juno, or could suggest another utility (the one I tried was called WinSock XP Fix).
