Here is some information from my friends. There are around 15 sonics within 30 minutes from my house and tons of my friends work at various locations. I talked to a few of them and they said you are allowed to order as many as you want as long as it is a reasonable amount and they are required to give them to you. They told me that if you ordered 10 then came back 5 minutes later and order another 10 they were required to give them to you even if you are by yourself. One of the smaller sonics that one of my friends works at estimates to sell at least 2,000 root beer floats in the 4 hours.

Yes it is all sonics. One of my friends wasn't a 100% sure what its for but he said someone did mention something to him about it being for sonics anniversary (if thats what you would call it)
